Bring a large pot of generously salted water to a boil. Add the brown rice noodles and cook according to package directions until tender but still with a slight chew, about 6–8 minutes. Drain in a colander, rinse briefly under cold water to stop cooking, and set aside.
While the noodles cook, whisk together the tahini, lemon juice, 2 tbsp olive oil, za'atar, turmeric, cumin, black pepper, and 1 tsp salt in a mixing bowl until smooth. Add warm water 1 tablespoon at a time, whisking after each addition, until the sauce is pourable and coats the back of a spoon — about the consistency of heavy cream.
