Toast the coriander seeds and cumin seeds in a small dry skillet over medium heat, stirring frequently, until fragrant and lightly golden, about 2 minutes. Transfer to a spice grinder or mortar and pestle and grind to a coarse powder.
Add the peanuts and shredded coconut to the same dry skillet over medium-low heat and toast, stirring constantly, until the coconut is lightly golden and the peanuts are fragrant, about 3 minutes. Watch closely, as the coconut can brown quickly. Transfer to the spice grinder and pulse with the toasted spice powder until the mixture resembles coarse, slightly clumping crumbs — not a smooth paste.
