Make the dough: Whisk together the flour and salt in a large mixing bowl. Pour in the boiling water and stir with a fork until shaggy, then turn out onto a lightly floured surface and knead for 3ā4 minutes until smooth and no longer sticky. Shape into a ball, cover with a damp towel, and rest for 30 minutes.
Prepare the cabbage: Toss the shredded napa cabbage with 1 tsp salt in a medium bowl and let stand for 10 minutes. Squeeze out as much liquid as possible with your hands, then transfer the cabbage to a large mixing bowl.
