Combine the lentils and water in a large saucepan and bring to a boil over high heat. Reduce the heat to a steady simmer and cook, uncovered, until the lentils are completely tender and most of the water has been absorbed, about 20–22 minutes. Drain any remaining liquid, spread the lentils on a baking sheet, and let them cool for 10 minutes until no longer steaming.
Heat 1 tbsp of the olive oil in a large skillet over medium heat until shimmering. Add the onion and carrot and cook, stirring occasionally, until softened and the onion is translucent, about 5–6 minutes. Add the garlic and cook, stirring constantly, until fragrant, about 1 minute. Stir in the tomato paste, smoked paprika, cumin, salt, and pepper and cook for 1 minute more, until the paste darkens slightly. Transfer the mixture to a large mixing bowl and let it cool for 5 minutes.
