Preheat the oven to 375°F (190°C). Lightly grease a 9×13-inch baking dish with a small amount of olive oil.
Make the sauce: Heat 1 tbsp olive oil in a medium saucepan over medium heat until shimmering. Add the garlic and cook, stirring, until fragrant, about 1 minute. Add the chili powder, cumin, and smoked paprika and stir for 30 seconds, until the spices are toasted and deeply fragrant. Pour in the tomato sauce and vegetable broth, stir to combine, and season with 1/2 tsp salt. Bring to a simmer and cook, stirring occasionally, until the sauce thickens slightly and coats the back of a spoon, about 8 minutes. Remove from heat.
