Place the potatoes in a medium saucepan, cover with cold water by 1 inch, and bring to a boil over high heat. Reduce to a steady simmer and cook until a fork slides through the center of the largest potato with no resistance, about 20β25 minutes. Drain, let cool just enough to handle, then peel and transfer to a large bowl.
While the potatoes cook, make the dough. In a large mixing bowl, whisk together the whole wheat flour and salt. Add the oil and rub it into the flour with your fingertips until the mixture resembles coarse crumbs. Pour in the warm water gradually, mixing with your hand, until a shaggy dough forms. Knead in the bowl for 4β5 minutes until the dough is smooth, soft, and slightly tacky but not sticky β it should spring back slowly when pressed. Cover with a damp cloth and rest for 15 minutes.
