Whisk together the coconut milk, water, vanilla powder, Ceylon cinnamon, ginger, honey, salt, and turmeric (if using) in a small saucepan until the vanilla powder is fully dissolved and no lumps remain.
Set the saucepan over medium-low heat and warm the mixture, whisking occasionally, until steaming and just beginning to show small bubbles at the edges β about 5 to 7 minutes. Do not bring to a full boil.
