Combine the jasmine rice and 2 cups chicken broth in a medium saucepan and bring to a boil over medium-high heat. Reduce the heat to low, cover, and cook until the rice has absorbed all the liquid and is tender, about 15 minutes. Remove from heat and let stand, covered, for 5 minutes, then fluff with a fork.
Heat 1 tbsp olive oil in a large skillet over medium heat until shimmering. Add the leek and fennel and cook, stirring occasionally, until softened and the leek is translucent, about 6–7 minutes.
