Preheat the oven to 425°F (220°C). Rinse the rice in a medium saucepan under cold water until the water runs mostly clear, then add 2 1/4 cups water. Bring to a boil over high heat, then reduce to the lowest setting, cover tightly, and cook for 15 minutes until all the water is absorbed. Remove from heat and let steam, covered, for 10 minutes.
Toss the cauliflower florets with 2 tbsp neutral oil and 1/4 tsp salt on a large baking sheet, spreading them in a single layer. Roast for 20–25 minutes, flipping once halfway through, until the edges are deeply golden and the florets are tender when pierced with a fork.
