Combine the honey and water in a small saucepan over medium heat, stirring until the honey fully dissolves, about 2 minutes. Remove from heat, add the 1/4 cup mint leaves, and stir to submerge them.
Let the mint steep in the warm syrup for 10 minutes, then pour through a fine-mesh strainer into a small bowl or jar, pressing the leaves gently to extract their flavor. Discard the spent mint. Allow the syrup to cool to room temperature.
