For the sauce

3 tbsp unsalted butter
3 tbsp all-purpose flour
2 ½ cups whole milk
½ cup heavy cream
1 tsp dry mustard
½ tsp smoked paprika
¼ tsp cayenne pepper
½ tsp salt
¼ tsp black pepper
8 oz smoked gouda, shredded (about 2 cups)
4 oz sharp cheddar cheese, shredded (about 1 cup)

For the topping

½ cup panko breadcrumbs
1 tbsp unsalted butter, melted
¼ tsp smoked paprika

Instructions

1
Preheat the oven to 375°F (190°C). Lightly butter a 9x13-inch baking dish and set aside.
2
Bring a large pot of water to a boil and add 1 tsp salt. Cook the elbow macaroni until just shy of al dente — tender but with a firm, chalky center — about 1 minute less than the package directions. Drain and set aside.
