In a medium saucepan, heat 1 tsp vegetable oil over medium heat until shimmering. Add the garlic and ginger and cook, stirring constantly, until fragrant and just softened, about 1 minute ā watch closely so the garlic does not brown.
Whisk together the soy sauce, honey, rice vinegar, toasted sesame oil, sugar, cornstarch, and water in a small bowl until the cornstarch is fully dissolved, then pour the mixture into the saucepan. Cook over medium heat, stirring frequently, until the sauce thickens enough to coat the back of a spoon and a finger drawn through leaves a clear line, about 3ā4 minutes. Remove from heat and set aside.
