Preheat the oven to 350°F (175°C). Line a 9×13-inch baking pan with parchment paper, leaving a 2-inch overhang on the two long sides to use as handles for lifting the bars out later.
Make the streusel first so it can chill while you prepare the crust and filling. In a medium bowl, stir together the oats, flour, brown sugar, cinnamon, and salt. Pour in the melted butter and stir with a fork until the mixture forms clumps and no dry flour remains. Refrigerate until needed.
