Preheat the oven to 375°F (190°C). Spread 1/2 cup of the red chile sauce (made in step 2) across the bottom of a 9x13-inch baking dish and set aside.
Make the red chile sauce: Heat 2 tbsp olive oil in a medium saucepan over medium heat until shimmering. Add the chili powder, cumin, garlic powder, and onion powder and stir constantly for 30 seconds, until fragrant. Add the tomato paste and stir to combine, cooking for 1 minute. Pour in the chicken broth and salt, whisk until smooth, and bring to a simmer. Cook, stirring occasionally, for 8–10 minutes, until the sauce thickens slightly and coats the back of a spoon. Remove from heat.
