Toast the guajillo and ancho chiles in a dry medium saucepan over medium heat for about 30 seconds per side, until fragrant and slightly darkened. Add the chicken broth, garlic, and onion, bring to a simmer, and cook for 10 minutes, until the chiles are fully softened.
Transfer the chile mixture to a blender along with the cumin and oregano. Blend on high until completely smooth, about 1 minute. In the same saucepan, heat 1 tbsp neutral oil over medium heat until shimmering, then pour in the blended sauce — it will sputter, so stand back. Cook, stirring, for 3–4 minutes until the sauce deepens in color and thickens slightly. Season with salt and pepper to taste and set aside.
