Make the pickled jalapeños: Combine the white wine vinegar, water, sugar, and 1 tsp salt in a small saucepan over medium heat, stirring until the sugar and salt dissolve, about 2 minutes. Pour the hot brine over the sliced jalapeños in a heatproof jar or bowl and let them sit at room temperature for at least 20 minutes, until slightly softened and bright green.
Cook the rice: Combine the rice, 1 3/4 cups water, and 1/2 tsp salt in a medium saucepan and bring to a boil over high heat. Reduce the heat to low, cover, and cook until the water is absorbed and the rice is tender, about 15 minutes. Remove from heat and let stand, covered, for 5 minutes.
