Preheat the oven to 375°F (190°C). Lightly grease a 9x13-inch baking dish and set aside.
Make the enchilada sauce: Heat 2 tbsp olive oil in a medium saucepan over medium heat until shimmering. Add the garlic and cook, stirring, until fragrant, about 1 minute. Add the tomato paste, chili powder, cumin, and smoked paprika and stir constantly for 1 minute, until the paste darkens slightly and coats the garlic. Pour in the crushed tomatoes and broth, add 1/2 tsp salt, and stir to combine. Bring to a simmer and cook, uncovered, for 10 minutes, until the sauce thickens slightly and the flavors meld. Remove from heat.
