Heat 1 tbsp olive oil in a 12-inch skillet over medium heat until shimmering. Add the sliced fennel and 1/4 tsp salt, and cook, stirring occasionally, until softened and lightly golden at the edges, about 8–10 minutes. Transfer to a plate and set aside.
Pat the tilapia fillets dry with paper towels and season both sides with 1/2 tsp salt. In a small bowl, combine the parsley, basil, and grated ginger, then press the herb mixture evenly onto the top side of each fillet.
