In a small bowl, whisk together the soy sauce, oyster sauce, rice vinegar, honey, sesame oil, cornstarch, and red pepper flakes (if using) until the cornstarch is fully dissolved. Set aside.
Heat 1 tbsp of the vegetable oil in a large (12-inch) skillet or wok over high heat until shimmering. Add the broccoli florets and bell pepper and cook, stirring every 30 seconds, for 3 to 4 minutes, until the broccoli is bright green and just tender at the stem with a slight bite. Add the zucchini and cook for 1 to 2 minutes more, until the edges are just softened. Transfer the vegetables to a plate.
