Heat 2 tbsp of the olive oil in a 12-inch skillet over medium-high heat until shimmering. Add the gnocchi in a single layer and cook, undisturbed, for 3–4 minutes, until the undersides are golden and crisp. Toss and cook 2 minutes more, until golden on a second side, then transfer to a plate.
Reduce the heat to medium and add the remaining 1 tbsp olive oil to the skillet. Add the garlic and red pepper flakes and cook, stirring frequently, for 1–2 minutes, until the garlic is fragrant and just beginning to turn golden at the edges — watch closely, as it can brown quickly.
