Combine the warm water, yeast, and 1 tsp sugar in the bowl of a stand mixer. Stir briefly and let stand until the mixture is foamy and fragrant, about 5–10 minutes. If it does not foam, the yeast is inactive — start over with fresh yeast.
Add the flour, 1/4 cup sugar, salt, eggs, evaporated milk, and vanilla extract to the yeast mixture. Mix on low speed with the dough hook until a shaggy dough forms, about 2 minutes, then increase to medium speed and knead for 5 minutes.
