Preheat the oven to 400°F (205°C). Bring a large pot of water to a boil, add 1 tbsp kosher salt, and cook the pasta until just shy of al dente — about 1 minute less than the package directs, with a firm bite at the center. Reserve 1/2 cup of the pasta cooking water, then drain the pasta and set aside.
In a large saucepan, melt 4 tbsp butter over medium heat. Add the flour and whisk constantly for 1–2 minutes, until the mixture smells faintly nutty and turns a pale golden color. Gradually pour in the milk and heavy cream in a steady stream, whisking continuously to prevent lumps.
