Set the Instant Pot to Sauté (Normal). Add the olive oil and heat until shimmering, about 1 minute. Add the onion, carrots, and celery and cook, stirring occasionally, until softened and the onion is translucent, about 6–7 minutes. Add the garlic and cook, stirring, until fragrant, about 1 minute.
Add the ground beef and ground pork to the pot. Cook, breaking the meat into small pieces with a wooden spoon, until no pink remains and the meat is cooked through to 160°F (71°C), about 7–8 minutes. Tilt the pot and use a spoon to remove any excess fat if desired.
