Combine 1 cup of the water, the honey, and the sliced ginger in a small saucepan over medium heat, stirring until the honey fully dissolves, about 2–3 minutes. Do not boil.
Remove from heat and stir in the Ceylon cinnamon. Let the mixture steep for 10 minutes, until the ginger aroma is pronounced and the liquid is lightly golden.
