In a large mixing bowl, whisk together the flour, fine sea salt, and black pepper. Add the rosemary, thyme, parsley, and chives, if using, and stir to distribute evenly throughout the flour.
Drizzle in the olive oil and cold water. Stir with a fork until the dough begins to come together, then use your hands to press it into a cohesive ball — it should feel smooth and slightly tacky but not sticky. If it crumbles, add cold water 1 tsp at a time.
