Preheat the oven to 425°F (220°C). Spread the patted-dry chickpeas on a rimmed baking sheet, drizzle with 1 tbsp olive oil, and sprinkle with the cumin, smoked paprika, and ¼ tsp salt. Toss to coat, then spread in a single layer. Roast for 25–30 minutes, shaking the pan once halfway through, until the chickpeas are deep golden and crisp on the outside.
While the chickpeas roast, combine the rinsed millet, 2 cups water, and ¼ tsp salt in a medium saucepan. Bring to a boil over medium-high heat, then reduce to a low simmer, cover, and cook for 15–18 minutes until the water is fully absorbed and the millet is tender and fluffy. Remove from heat, uncover, and fluff with a fork. Spread onto the large mixing bowl or a sheet pan to cool for 10 minutes.
