Combine the coconut milk, water, turmeric, ginger, cinnamon, black pepper, cardamom (if using), and coconut oil in a small saucepan over medium heat, whisking to blend the spices into the liquid.
Heat the mixture, whisking occasionally, until steaming and small bubbles form around the edges, about 5–7 minutes — do not let it boil.
