Combine the rice, 2 cups water, and 1/2 tsp salt in a medium saucepan over medium-high heat. Bring to a boil, then reduce heat to low, cover, and cook until the water is absorbed and the rice is just tender, about 15 minutes. Remove from heat and let stand, covered, for 5 minutes, then fluff with a fork. The rice will finish cooking in the oven, so slightly underdone is fine.
Preheat the oven to 375°F (190°C). Arrange the pepper halves cut-side up in a 9x13-inch baking dish.
