In a medium bowl, whisk together 2 tablespoons of the olive oil, the lime juice, cumin, smoked paprika, chili powder, 1/2 teaspoon salt, and black pepper. Add the shrimp and toss to coat evenly. Let marinate at room temperature for 15 minutes — no longer, as the lime juice will begin to denature the proteins.
Heat a large cast iron skillet over high heat until it just begins to smoke. Add the remaining 1 tablespoon olive oil, then add the poblano strips, onion, and red bell pepper in a single layer. Season with 1/2 teaspoon salt. Cook undisturbed for 3 minutes, then toss and continue cooking for 4–5 minutes more, until the vegetables are charred at the edges and tender but still have some bite. Transfer to a plate.
