Add the chickpeas, tahini, lemon juice, garlic, 2 tbsp olive oil, cold water, cumin, and salt to a food processor. Process for about 1 minute, scraping down the sides once, until the mixture is smooth and creamy. If the hummus is thicker than you'd like, add cold water 1 tbsp at a time and process again until it reaches a spreadable consistency.
Arrange the cucumber rounds in a single layer on a serving platter.
