Low histamine diets often flag yeast because of its association with fermentation, but baker's yeast is a fresh cultured leavening that does not carry the pre-formed histamine of aged or fermented foods, and the small amount used to raise dough adds little. In a small bowl, combine the warm milk, 1 teaspoon of the granulated sugar, and the yeast. Stir briefly and let stand for 5–8 minutes, until the surface is foamy and the mixture smells yeasty. If it does not foam, the yeast is inactive — start over with fresh yeast.
In the bowl of a stand mixer fitted with the paddle attachment (or a large bowl if using a hand mixer), whisk together the white rice flour, tapioca starch, potato starch, xanthan gum, salt, and the remaining granulated sugar.
