Place the snapper pieces in a food processor and pulse 6–8 times until coarsely chopped — the fish should look like a rough mince with some visible texture, not a smooth paste. Transfer to a large mixing bowl.
Add the cooked rice, beaten egg, grated ginger, turmeric, cilantro, salt, and rice flour to the bowl. Fold everything together until evenly combined. The mixture should hold together when pressed into a patty; if it feels too loose, add an extra teaspoon of rice flour.
