Add the grated horseradish, grated ginger, grated turmeric, sliced garlic, lemon zest and juice, orange zest and juice, crushed black peppercorns, and cayenne to a clean 1-quart wide-mouth glass jar. Tuck in the rosemary sprig, if using.
