Place the dried guajillo and ancho chiles in a medium saucepan and cover with 2 cups of water. Bring to a boil over medium-high heat, then remove from the heat and let the chiles soak for 10 minutes, until softened and pliable.
Transfer the soaked chiles and their soaking liquid to a blender. Add the diced tomatoes, garlic, roughly chopped onion, cumin, oregano, cinnamon, and apple cider vinegar. Blend on high until completely smooth, about 1 minute.
