For the pudding layer

2 packages (3.9 oz each) instant chocolate pudding mix
3 cups cold whole milk
8 oz cream cheese, softened
¼ cup powdered sugar
8 oz frozen whipped topping, thawed

For the topping

36 chocolate sandwich cookies (about 1 standard package), finely crushed

For serving

16 gummy worms

In a large mixing bowl, beat the softened cream cheese and powdered sugar together with a hand mixer on medium speed until smooth and no lumps remain, about 2 minutes.

Add the cold milk and both packages of instant chocolate pudding mix to the cream cheese mixture. Beat on medium speed until fully combined and the mixture begins to thicken, about 2 minutes. It will be thick but pourable.
