Preheat the oven to 350°F (175°C). Grease a 9×5-inch loaf pan and line it with a strip of parchment paper that overhangs the two long sides, so you can lift the loaf out cleanly.
In a large mixing bowl, whisk together the 1 1/2 cups all-purpose flour, baking powder, baking soda, and salt until evenly combined. Add the granulated sugar and orange zest, then rub the zest into the sugar with your fingertips for about 30 seconds until fragrant and the sugar looks slightly orange-tinted.
