Line a baking sheet with parchment paper and set aside. Spread the 1/2 cup rolling coconut in a shallow bowl or plate.
Add the pitted dates, rolled oats, 1/2 cup shredded coconut, melted coconut oil, cardamom, vanilla powder, and sea salt to a food processor. Pulse 15–20 times, then process continuously for 30–45 seconds, until the mixture clumps together and holds its shape when pressed between your fingers. If it seems dry and crumbly, add water 1 tsp at a time and pulse again.
