Heat the olive oil in a large (12-inch) skillet over medium-high heat until shimmering. Add the bell pepper and onion and cook, stirring occasionally, until softened and lightly charred at the edges, about 6–7 minutes.
Add the cumin, chili powder, garlic powder, salt, and black pepper to the skillet and stir to coat the vegetables. Add the shredded turkey and toss everything together until the turkey is heated through and evenly seasoned, about 2 minutes. Transfer the filling to a bowl and wipe the skillet clean.
