Combine the chili powder, cumin, smoked paprika, garlic powder, 1/4 tsp salt, and black pepper in a small bowl. Add the shrimp and toss until evenly coated.
Combine the rice, water, and 1/2 tsp salt in a medium saucepan and bring to a boil over high heat. Reduce the heat to low, cover, and cook until the water is fully absorbed and the rice is tender, about 18 minutes. Remove from heat and let sit, covered, for 5 minutes.
