Dried black pepper can sometimes contain mold toxins, but the small amount in this recipe—about a pinch per serving—is likely tolerated by many. Heat 2 tablespoons of the olive oil in a large Dutch oven or heavy-bottomed pot over medium heat until shimmering. Add the onion and cook, stirring occasionally, until softened and translucent, about 6–7 minutes. Add the garlic and cook, stirring, until fragrant, about 1 minute.
Add the red and yellow bell peppers along with another tablespoon of olive oil. Cook, stirring occasionally, until the peppers begin to soften and their edges turn slightly golden, about 5 minutes.
