Combine the rice, 2 cups water, and 1/2 tsp salt in a medium saucepan. Bring to a boil over high heat, then reduce to the lowest setting, cover, and cook until the water is absorbed and the rice is tender, about 18 minutes. Remove from heat and let stand, covered, for 5 minutes, then fluff with a fork.
Preheat the oven to 375°F (190°C). Pour 1/2 cup water into the bottom of a 9x13-inch baking dish.
