Make the crust: Whisk together 2 1/4 cups flour and 1 tsp salt in a large bowl. Scatter the chilled butter cubes over the flour and use your fingertips or a pastry cutter to work the butter in until the mixture resembles coarse crumbs with some pea-sized pieces remaining. Drizzle in ice water 1 tablespoon at a time, tossing with a fork after each addition, until the dough just holds together when pressed — you will likely need 6–8 tablespoons. Divide the dough in half, flatten each half into a disk, wrap in plastic wrap, and refrigerate for at least 30 minutes.
Pat the beef cubes dry, then season all over with 1 tsp salt and 1/2 tsp black pepper. Heat the vegetable oil in a large Dutch oven over medium-high heat until shimmering. Working in two batches to avoid crowding, sear the beef for 3–4 minutes per side, undisturbed, until deeply browned on at least two sides. Transfer the seared beef to a plate and set aside.
