Preheat the oven to 425°F (220°C). Toss the bell pepper strips and thawed corn on a rimmed baking sheet with 1 tbsp garlic-infused oil and 1/4 tsp salt until evenly coated. Spread in a single layer and roast for 20–25 minutes, until the peppers are tender and lightly charred at the edges.
While the vegetables roast, combine the rice, water, and 1/2 tsp salt in a medium saucepan. Bring to a boil over high heat, then reduce to the lowest setting, cover, and cook for 15 minutes, until the water is absorbed and the rice is tender.
