Whisk together the whole wheat flour and salt in a large mixing bowl. Add the oil and rub it into the flour with your fingertips until the mixture resembles coarse, slightly damp sand.
Pour in the warm water a little at a time, mixing with your hand or a fork after each addition, until a shaggy dough forms. Knead in the bowl for 5–7 minutes until the dough is smooth, soft, and slightly tacky but not sticky — it should spring back slowly when pressed with a finger. If the dough feels stiff, add water 1 tsp at a time.
