In a small bowl, whisk together the soy sauce, oyster sauce, 1 tsp sesame oil, black pepper, and sugar until the sugar dissolves. Set aside.
Pat the salmon dry and season with salt. Heat 1 tbsp neutral oil in a large wok or 12-inch skillet over medium-high heat until shimmering. Add the salmon and cook, undisturbed, for 3 minutes, then flip and cook for another 2–3 minutes, until the salmon reaches 145°F (63°C) on an instant-read thermometer and flakes easily when pressed. Transfer to a plate and break into large flakes with a fork. Wipe out the pan.
