In a small bowl, whisk together the soy sauce, oyster sauce, rice vinegar, sesame oil, sugar, black pepper, water, and cornstarch until the cornstarch is fully dissolved. Set aside.
Bring a large pot of water to a boil. Cook the lo mein noodles according to package directions until tender with a slight resistance at the center, about 3–5 minutes. Drain in a colander, rinse briefly under cold water to stop cooking, and toss with a small drizzle of oil to prevent sticking. Set aside.
