Preheat the oven to 425°F (220°C). Rinse the rice in a medium saucepan under cold water until the water runs mostly clear, then add 2 1/4 cups water. Bring to a boil over high heat, then reduce to the lowest setting, cover tightly, and cook for 18 minutes until all the water is absorbed. Remove from heat and let steam, covered, for 5 minutes.
While the rice cooks, toss the cauliflower florets on a large rimmed baking sheet with 2 tbsp neutral oil, the black pepper, and 1/2 tsp kosher salt until evenly coated. Spread in a single layer and roast for 22–25 minutes, flipping once halfway through, until the edges are deeply browned and the florets are tender when pierced with a fork. Remove from the oven and drizzle with 1 tsp sesame oil; toss to coat.
