Shaved fennel and juicy orange segments are already a classic pairing, but this vibrant pesto takes the combination somewhere truly special. The dressing is blended from packed fresh basil, garlic, turmeric, a splash of apple cider vinegar, and a hit of fresh orange juice, giving it a bright, herby punch with just enough citrus lift to make every bite feel alive. Instead of pine nuts or parmesan, tigernut flour brings body and a subtle nuttiness to the pesto without any grain or rice-based filler — so the whole dish stays completely free of those ingredients without sacrificing that lush, coating texture you want. Mandoline-thin fennel slices soak up the dressing beautifully, turning glossy and tender while still holding a gentle crispness. Torn mint and reserved fennel fronds scattered over the top add a fresh, aromatic finish that makes the platter look as good as it tastes. This is the kind of salad that works as a light lunch on its own or as a showstopping side next to grilled fish or roasted chicken — elegant enough for company, easy enough for a weeknight.

Trim the fennel bulbs, removing the stalks and any tough outer layers. Using a mandoline or a sharp knife, shave the fennel crosswise into very thin slices, about 1/8 inch thick. Place in a large mixing bowl and set aside.
Cut the tops and bottoms off both oranges, then stand each orange upright and slice away the peel and white pith following the curve of the fruit. Working over a small bowl to catch the juice, cut between the membranes to release the segments. Squeeze the spent membranes to extract any remaining juice; reserve 1 tbsp of this juice for the pesto.
