Preheat the oven to 425°F (220°C). On a large rimmed 18×13-inch sheet pan, toss the halved new potatoes with 2 tablespoons of the olive oil, 1/2 teaspoon of the salt, and 1/4 teaspoon of the pepper until evenly coated. Spread in a single layer, cut-side down, and roast for 20 minutes, until the cut sides are beginning to turn golden.
While the potatoes roast, whisk together the balsamic vinegar, 1 tablespoon olive oil, honey, chopped rosemary, and minced garlic in a small bowl until combined. Set aside.
